Secretary: Chief James Cavins
Chief James Cavins has served the citizens and police department of Town & Country since July 2019. Prior to his appointment as the Chief of Police, Chief Cavins had a blessed and cherished 30 year career with the O’Fallon, Illinois Police Department retiring as the Operations Commander/Assistant Chief of Police and Emergency Management Coordinator. During his tenure in Illinois, Chief Cavins was active and dedicated many years on the legislative committee of the Illinois Association of Chiefs of Police, legislative committee and fundraising committee chairman for the Southern Illinois Police Chiefs Association, Vice-chairman of the Board for the Southern Illinois Child Death Investigative Task Force and Deputy Commander with the Major Case Squad of Greater St. Louis. Further, he served as co-chairman of SLAPCA’s Financial Review Committee until his appointment to SLAPCA’s Executive Board.
Currently, Chief Cavins is a member of the Board of Directors for the Major Case Squad of Greater St. Louis and the “Membership/Welcoming” Committee Chairman for the Eastern Missouri Chapter of the FBI National Academy Associates. He is also an active member of the International Association of Chiefs of Police and Missouri Police Chiefs Association.
Chief Cavins is a graduate of the FBI National Academy 257th Session and holds a bachelor’s degree in Criminal Justice from McKendree College and a master’s degree in Human Resource Management from Webster University.
